They may be an overreach on the surface. However, if you unpack


the reason the law was passed, then you may see that the law does have merit. For example, while the truck is trying to do its best General Lee impression it is possible fluids or other harmful substances are leaving the truck and entering the waterway while the truck is over the waterway. At least it may be difficult for the naked eye or untrained eye to make that determination from the video.

Even if some oil or other harmful substance did enter the waterway from the truck, it may not be enough to do any real damage on its own. However, that may not be true if a certain number of people, who dream of turning their vehicle into the General Lee, are able to live out their fantasy. Since the state can't determine the threshold number because their are too many variables (i.e. the amount of harmful substance that is able to escape a vehicle, the number of people who attempt the stunt, the type of vehicle used in the stunt, etc.), the state probably feels like it has to error on the side of caution for environmental reasons.
